LA Metro I-605 Corridor Improvement Project (PA&ED) Los Angeles County Metropolitan Transportation Authority (LA Metro), in cooperation with the Gateway Cities Council of Governments (GCCOG), San Gabriel Valley Council of Governments (SGVCOG), Caltrans District 7, and the County of Los Angeles proposes improvements along I-605 from Slauson Avenue to I-10 in Los Angeles County. EGP staff oversaw and prepared environmental technical studies in support of the Environmental Impact Report/Environmental Impact Statement (EIR/EIS), including the Initial Site Assessment (ISA), Visual Impact Assessment (VIA), Section 4(f) Evaluation, and Relocation Impact Study (RIS), and various sections of the Draft EIR/EIS document.
City of Long Beach Shoemaker Bridge Replacement Project (PA&ED) The City of Long Beach, in cooperation with Caltrans, proposes the replacement of the existing Shoemaker Bridge with a new bridge located just south of the existing bridge and improvements to associated roadway connectors to downtown Long Beach and along West Shoreline Drive from State Route 710 (SR 710). EGP staff managed and prepared the Environmental Impact Report/Environmental Assessment (EIR/EA) in addition to supporting technical studies under the oversight of the City of Long Beach and Caltrans District 7. Specifically, EGP staff prepared the Visual Impact Assessment (VIA), Section 4(f) Evaluation, and Relocation Impact Memorandum (RIM). The project required Informal Section 7 consultation with the United States Fish and Wildlife Service (USFWS). The EIR was certified by the City of Long Beach on April 21, 2020. The Finding of No Significant Impact (FONSI) was signed on June 30, 2020.

SBCTA I-215 University Parkway Interchange Improvement Project (PA&ED) San Bernardino County Transportation Agency (SBCTA), in cooperation with the Caltrans District 8 and the City of San Bernardino, proposed improvements to the I-215/University Parkway Interchange in the City of San Bernardino, California. Caltrans District 8 is the Lead Agency under CEQA and NEPA. EGP staff oversaw and prepared the Initial Study/Categorical Exclusion (IS/CE) in addition to supporting technical studies for the proposed project, including the VIA and Community Impact Assessment (CIA), and ISA. The circulation of the Draft IS occurred from July 12, 2019 through August 12, 2019. The Final IS/CE was approved August 2020.
SBCTA I-10 Eastbound Truck Climbing Lanes (PA&ED and PS&E) Cities of Yucaipa and Riverside, CA. San Bernardino County Transportation Agency (SBCTA) in cooperation with Caltrans District 8, proposes to extend the eastbound truck climbing lane (TCL) on I-10 from its current terminus just west of the 16th Street Overcrossing Bridge in the City of Yucaipa to just east of the County Line Road Undercrossing Bridge at the San Bernardino County and Riverside County line. EGP staff oversaw the preparation of the Initial Study/Environmental Assessment (IS/EA), as well as supporting technical studies for the proposed project, including the CIA, VIA, and ISA. The Draft IS/EA was circulated from July 3, 2020 to August 10, 2020. The Final IS/EA was approved in November 2020. The CEQA/NEPA Re-Validation was approved May 2022 as part of the Plans, Specifications, and Estimates (PS&E) phase.
City of Lake Elsinore I-15/SR-74 Interchange Improvement Project (PA&ED) City of Lake Elsinore, California The City of Lake Elsinore, in cooperation with Caltrans District 8, is proposing to improve the I-15/SR-74 interchange located in the City of Lake Elsinore, California, to reduce traffic congestion, improve operations, and comply with current Caltrans and local agency design standards. Caltrans District 8 is the Lead Agency under CEQA and NEPA. EGP staff oversaw and prepared the Draft Initial Study/Environmental Assessment (IS/EA) in addition to supporting technical studies, such as the VIA, ISA, RIM, CIA. EGP staff also lead initial efforts related to consistency with Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP) and prepared a Determination of Biologically Equivalent or Superior Preservation (DBESP) Analysis for riparian/riverine habitat potentially affected by the proposed project.
City of Yucaipa I-10/Wildwood Canyon Road Interchange Project (PSR) City of Yucaipa, California The City of Yucaipa in cooperation with Caltrans District 8, proposes to improve access to the local area and City with the planning of a new interchange on I-10 at Wildwood Canyon Road. The project includes analyzing how to accommodate or relocate the California Highway Patrol and Wildwood Safety Roadside Rest Area facilities and how to integrate the I- 10 Eastbound Truck Climbing Lane Project. EGP staff oversaw and prepared the Preliminary Environmental Analysis Report (PEAR) and technical memorandums for the project, including the ISA. The PEAR was approved in August 2020.
City of Fontana Sierra Avenue Widening Project City of Fontana, California The City of Fontana proposed to widen Sierra Avenue between Foothill Boulevard and Baseline Avenue, in the City of Fontana, California. Sierra Avenue is considered a key north-south arterial within the City of Fontana, with interchange access to Interstate 15 (I-15) and Interstate 210 (I-210) to the north, and Interstate 10 (I-10) to the south. EGP oversaw and prepared the Initial Study with Negative Declaration (IS/ND) and corresponding technical studies for the proposed project. The Final IS/ND was approved by the City of Fontana in February 2020.
Orange County Transportation Authority (OCTA) I-5 Widening Project Segment 3 PS&E Orange County, California The I-5 Widening Project (Segment 3) is part of a 6.5-mile corridor widening on I-5 from SR-73 to El Toro Road. For the PS&E and Construction phases, the project was divided into three segments. Segment 3 extends from just south of Alicia Parkway (Postmile [PM] 17.1) to just north of El Toro Road (PM 18.9), approximately 1.8 miles. EGP staff oversaw and prepared the Environmental Revalidation. The Environmental Revalidation was approved by Caltrans District 12 in April 2019.
City of Laguna Beach Laguna Canyon Road PSR/PDS City of Laguna Beach, California The City of Laguna Beach, in cooperation with Caltrans District 12, is proposing to construct improvements along the State Route 133 (SR 133) corridor extending approximately 2.5 miles from Canyon Acres Drive (Postmile [PM] 0.96) to El Toro Road (PM 3.41) in Orange County. EGP staff oversaw and prepared the Preliminary Environmental Assessment Report (PEAR) and associated technical support memorandums. The PEAR was approved by Caltrans District 12 in July 2022.
Riverside County Transportation Commission (RCTC) I-15 ELPSE PA&ED Riverside County, California RCTC in cooperation with Caltrans District 8 is proposing to construct new lanes along Interstate 15 (I-15) in Riverside County, California. The proposed project will construct two tolled express lanes in both the northbound and southbound directions within the median of I-15 from State Route 74 (SR-74) (Central Avenue) in the city of Lake Elsinore, through the unincorporated Riverside County community of Temescal Valley, to El Cerrito Road in the City of Corona for a distance of approximately 15.8 miles. EGP staff prepared technical studies in support of the Environmental Impact Report/Environmental Assessment (EIR/EA), including the ISA, and WQAR.
Caltrans District 12 State Route 74 (Lower Ortega Highway) Widening Orange County, California Caltrans District 12 proposed to widen State Route 74 (SR-74) through the City of San Juan Capistrano from Calle Entradero to the City/County line from two to four lanes. The Environmental Impact Report (EIR) was prepared for the project in response to the comments received by Caltrans during public review of the previous Mitigated Negative Declaration (MND) prepared by Caltrans in addition to comments received during public review of the Draft EIR. EGP staff contributed as the Environmental Task Lead as well as preparing the Land Use, Geology, Hazardous Waste and Materials, and Energy sections of the EIR. EGP staff also served as a contributing biologist to the NESMI and JD Reports.
County of Orange Department of Public Works La Pata Avenue Gap Closure and Camino Del Rio Extension Project Orange County, California The County of Orange Department of Public Works proposed an approximate 4-mile extension of existing La Pata Avenue from Avenida Pico in the City of San Clemente to Ortega Highway (SR- 74). Key issues included consistency with the adopted Natural Communities Conservation Plan/Habitat Conservation Plan (NCCP/HCP) and Special Area Management Plan (SAMP) and coordination of the proposed improvements with major utility transmission corridors. EGP staff contributed as the Environmental Task Lead for the Environmental Impact Report (EIR). EGP staff also served as a contributing biologist to the NESMI and JD Reports.
Riverside County Transportation Commission (RCTC) SR-91 Corridor Improvement Project (CIP) Riverside County, California The SR-91 CIP involves preliminary engineering for preparation of a Caltrans Project Approval Document (Project Report) and Environmental Impact Report/Environmental Impact Statement (EIR/EIS) for the improvement of the existing State Route 91 (SR-91) (between SR-91/SR-241 Interchange and Pierce Street) and the I- 15 (between the I-15/Cajalco Road Interchange and the I-15/Hidden Valley Parkway Interchange). EGP staff oversaw and contributed sections to the Draft EIR/EIS and the hazardous waste, biological resources, and jurisdictional delineation technical studies. The Final EIR/EIS was approved in August 2012, the Notice of Determination filed November 16, 2012, and the Federal Highway Administration issued a Record of Decision November 2012.
San Joaquin Regional Rail Commission (SJRRC) Stockton Diamond Grade Separation Project PA&ED Stockton, California SJRRC, as the CEQA lead agency, in coordination with California High Speed Rail Authority (CHSRA), the NEPA lead agency, will replace the existing at- grade intersection of the BNSF Stockton Subdivision and UP Fresno Subdivision with a grade-separated structure (flyover bridge) that would elevate the UP main tracks over the BNSF main tracks, enabling through trains proceeding on the UP main tracks to travel unimpeded through the crossing, avoiding any conflict with trains on the BNSF main tracks (and vice versa). The grade separation would help improve the operational performance for SJRRC and the San Joaquin Joint Powers Authority (SJJPA) as they provide service between the Central Valley, Sacramento, and San Francisco Bay Area. EGP staff oversaw and prepared the Environmental Impact Report (EIR), which was adopted by SJRRC on June 4, 2021, and the Draft EA approved by California High Speed Rail Authority, in July 2022. The project is currently in the PS&E phase.
City of Rancho Santa Margarita Rancho Santa Margarita Parkway Bridge Hinge Repair Project City of Rancho Santa Margarita, California The City of Rancho Santa Margarita proposed rehabilitation improvements to the existing Rancho Santa Margarita Parkway Bridge located in the City of Santa Margarita, California. EGP staff prepared the Preliminary Environmental Study (PES) and CEQA Categorical Exemption/NEPA Categorical Exclusion with supporting technical studies and environmental permitting. The City of Rancho Santa Margarita signed a Notice of Exemption (NOE) on November 22, 2016. Caltrans issued a NEPA CE on December 28, 2016. The environmental permits were completed in October 2017.
City of Anaheim La Palma Avenue Safe Routes to School City of Anaheim, California The City of Anaheim, in cooperation with the Caltrans District 12, proposed to provide a safe route to school along the south side of La Palma Avenue from the East Street intersection to 500 feet west of East Street, in the northern portion of the City of Anaheim, California. EGP staff provided NEPA support for the City by working with Caltrans District 12 Local Assistance on the approval of a Categorical Exclusion with supporting technical studies. The NEPA CE was approved by Caltrans in May 2015.
City of Riverside Sidewalk Improvement Projects City of Riverside, California EGP staff oversaw and prepared NEPA Categorical Exclusions and supporting technical studies on behalf of the City of Riverside for the Norte Vista, Bruce Avenue, and Wells/Arlanza Sidewalk Improvement Projects. All three sidewalk improvement projects were completed under the oversight of Caltrans District 8. Caltrans District 8 approved the NEPA Categorical Exclusions for Bruce Avenue on June 16, 2016, and for Norte Vista and Wells/Arlanza on December 1, 2016.
